Jia Zhen was born in Le Ling County, Shandong Province (1909-1993). He acted as the County Party Secretary of Le Ling County and Commissioner of Jin Nan Special Party Committee. In the spring of 1937, he arrived Yan An, there he assumed the Officer of the Central Clerical Department and CCCPC (the Organizing Department of the Central Committee of the Communist Party of China), and the Director-General of the Organization Department of the Party Committee of Hebei Central District.
After the founding of PRC, he acted as Director of the Secretariat of the CCCPC, Chairman of the Department of Personnel of the State Council, Managing Vice-president of the Party School of the CPC Central Committee, and Party Secretary of BNU (Beijing Normal University). He was the elected delegate of the 7th National Congress of CPC, the Deputy of the 3th National People’s Congress and Member of the 6th National Committee of CPPCC.
He served as the Party Secretary of Tianjin University during 1957 to 1963.
