Tang Shaoyi was born in Xiangshan, Guangdong. He was the Minister of the Ministry of Postal Service and Transmission children going to US. He was the Minister of the Ministry of Postal Service and Transmission and Right Assistant Minister of the Ministry of Foreign Affairs of Qing Dynasty, Executive Office of Huning and Jinghan Railway, Provincial Office of Fengtian (now Qianxian, Shaanxi Province) and the first Prime Minister of Republic of China.
He served as Superintendent of Haiguan Road in Tianjin and Peiyang University from 1902 to 1903.
