TJU Appoints Xu Kaiyuan as Chief Technology Transfer Officer

On May 19, Tianjin University held the appointment ceremony of "Chief Technology Transfer Officer" in the Science Library of Weijin Road Campus. Jin Donghan, president of Tianjin University (TJU) and Wang Tianyou, member of CPC Standing Committee and Vice President of TJU both attended the ceremony and the latter officiated at it.

The appointment of the Chief Technology Transfer Officer is a new attempt in the recruiting mechanism, symbolizing a major breakthrough. Following the mode of “demand-oriented and market-driven operation”, the university is ready to take the transformation of achievements to a high level.

On behalf of the university, Jin presented the appointment letter to Xu Xinyuan with warm welcome, commenting that Xu not only has rich experience in entrepreneurship education, but has great enthusiasm for the position.

Jin has given instructions to the transformation of scientific and technological achievements of the university, emphasizing the decisive role of evaluation and asking for the thorough reform in scientific and technological evaluation. “We should introduce professional operation teams and adhere to the market-oriented operation mode in order to create a new ecology and improve the system of transforming scientific and technological achievements.”

Xu delivered a special presentation entitled "Scientific Achievements Transformation: Wisdom Drives Development". He said that the transformation of technical achievements requires technology and relies on market, while the concept verification is at the core of this process.

At the meeting, he introduced the future plan to bring international advanced proof-of-concept technology to build an exclusive verification center in Tianjin University. Xu said, “the efficiency of technology transformation will be guaranteed in a refined business ecosystem achieved by integration of research and application and cooperation between industry and innovation platforms.”

In 2017, Xu founded the Innocare Group, which aims to build an off-campus service platform of innovation and entrepreneurship for Shanghai University.

Xu serves as the Chairman and President of Innocare Group, a national crowdsource creation space filed by the Ministry of Science and Technology. He is the head of the project of “upgrading entrepreneurship and innovation through a platform supported by scientific and technological resources” launched by the Ministry of Science and Technology.

Xu is also a member of the expert volunteer group and a tutor in innovation and entrepreneurship of the Shanghai Human Resources and Social Security Bureau.
