The First Cloud Brain Center of National Health and Medical Big Data Pilot Project Established

On May 17, the Cloud Brain Center of National Health and Medical Big Data Pilot Project was unveiled in Meijiang Convention and Exhibition Center. The Cloud Brain Center was jointly established by Tianjin University, CEC Data and the People's Government of the Dongli District.

After the ceremony, the leaders, experts and scholars visited the Cloud Brain Center Exhibition Hall in the Jinghu Science Park at Dongli Lake in Dongli District. As China's first intelligent health-care platform based on artificial intelligence technologies including big data, cloud services and deep learning, the Center is committed to building a national-level health care industrialization base, promoting the integration and sharing of mass health care data and industrial incubation as well as making new contributions to physical condition monitoring, disease prevention and health trend analysis.

The Cloud Brain is built for real-time processing of incremental data of health and medical care measured in PB (data storage unit, approximately equal to 400 billion pages of text), and the construction of a large-scale big data neural network. It can provide varied number-crunching resource interfaces through artificial intelligence terminals and support for scientific research projects based on big data analysis including human-computer interaction research and complex human augmentation signals.

With CEC a national big data cloud service platform of health and medical care as the core and state-level big data security platform of health and medical care as the guarantee, the Center creates intelligent health records and forms a complete ecological system using artificial intelligence analysis. At present, with a daily increment of over two million, the Center has aggregated more than 40 databases in the field of health and medical care, including more than 15 billion bits of data. It is expected that the Center's application of health-care big data will improve medical efficiency and diagnosis accuracy while saving medical resources, allowing the masses to use applications and products for intelligent diagnosis and rehabilitation at the lowest cost. It provides multi-dimensional decision support for the management analysis of government departments, related applications of civil-military integration and personal health management as well as powerful guarantees for deepening health care reform and improving the governance model of health and medical care.

In accordance with the co-construction cooperation agreement, relying on Tianjin University’s resources in medical professionals and talented people in scientific research, the three parties will fully integrate big data technology, industrial resources and the service systems of CEC Data. With the advantages of People's Government of Dongli District geographical position, environment, policy and medium, the three parties will eventually build the project into a high-end and all-in one big data industrial park of health and medical care that will gather numerous experts. Through demonstration and innovation, the center will promote the development of a health and medical care big data industry in Tianjin and eventually throughout the whole country, providing reproducible, referable, and propagatable experiences for the in-depth integration of medical science and high-end intelligence technologies such as brain-inspired intelligence, hybrid intelligence, Internet of Things, and big data.

Professor Ming Dong, Director of the Research Institute of Biomedicine Engineering and Translational Medicine, believes that with economic and social development and the improvement of people’s living standards, people have more urgent and varied needs in health and medical care, which has created good ecological conditions for new models of health industry and medical services. The National Health and Medical Care Big Data Cloud Center creates intelligent health records and forms a complete ecological system using brain-inspired intelligence analysis, which aims to improve people’s sense of the gains in health care, deepen the reform of the medical care and the health system, promote the economic development and truly benefit the people, the government and enterprises to help build a healthy China.

According to Li Shifeng, Chairman of CEC Data, the National Health and Medical Care Big Data Cloud Center is based on big data to realize the in-depth integration of multivariate data including health records in hospitals, electronic medical records, uploaded data from portable devices and medical image data. “By leveraging the development of health-care big data applications, we will create new forms of health services, develop health technological products, and promote the development of the digital economy to add new momentum to the national economy”.
