Sponsored by CAE and the Tianjin Institute of China Engineering Science and Technology Development Strategy and organized by Tianjin University and the China Communication Construction Company (CCCC), the project of the “Research on the Development Strategy of Tianjin Port” was launched in Beijing at CCCC on September 11.

 It was not only the Chinese Academy of Engineering’s (CAE) key project consultant and research project, but also the first major consultant and research project of the Tianjin Institute of the China Engineering Technology Development Strategy. The meeting was conducted by the Academician Lu Chunfang, who is the leader of the project and the former Vice-Minister of the Ministry of Railways. Academicians such as Fu Zhihuan, Hu Wenrui, Du Yanliang, Ning Bin, Wang Jingquan and Zhang Jianmin, and representatives of administrative departments also attended the event.

Sun Ziyu, Vice President of CCCC reported on the development of CCCC. He said that as a member of the project, CCCC would utilize its expertise to allocate excellent human resources, finish research of the project to a high standard and quality, vigorously play a role as a central enterprise in building a community of interests, a community of destiny and a community of responsibility.

He Huawu pointed out in his speech that strategic consultation and think tank construction are the important tasks of the CAE. He hoped that the Tianjin Institute would further deepen scientific and technological cooperation between the Institute and Tianjin and organize academicians and experts to carry out strategic research and consulting services focusing on Tianjin’s major requirements for development, talent cultivation and innovation, as well as build an influential regional think tank for engineering technology. At the same time, he hoped that the project team would be carefully organized, conduct in-depth research, provide demonstrations of results, and come up with overarching and prospective strategic measures that are practicable.

According to Yuan Yingjin, Vice-President of Tianjin University and the Vice President of the Tianjin Institute, CAE has organized a series of strategic consulting research programs over a long period, so it has become an innovation-driven and globally well-known national engineering technology think tank that is thought highly of by the country and trusted by society. As China’s first modern university, Tianjin University has for a long time, and more recently the Chinese Academy of Engineering, has concentrated on an innovation-driven development strategy to establish a number of new characteristically Chinese science and technology think tanks through interdisciplinarity, physical construction, performance guidance and innovation mechanisms. The university endeavors to deliver better services for China’s strategic decision-making and Tianjin’s economic and social development. Led by Academician Lu Chunfang, the project is not merely the implementation of the spirit of General Secretary Xi Jinping’s important addresses at academician meetings, but also a significant action to progress China’s major strategic requirements, bring Tianjin Institute’s high-end engineering technology think tank into full play, and contribute to Tianjin’s innovative development. Tianjin University would further deepen its cooperation and communications with CAE, Tianjin, and other organizations involved, fully support the construction and development of the Tianjin Institute, bring the Institute’s high-end engineering technology think tank into full play, and better lend a helping hand to national strategy and Tianjin’s construction and development.

Sun Bin, Deputy General Manager of Tianjin Port Development Holdings Limited said that Tianjin Port (Group) Co, Ltd would actively cooperate with the Project team to carry out all the research, make proper survey arrangements, promote the “four modernizations” of the Port, and play a demonstration role in accelerating the strategic transition of Chinese ports.

At the launching, Lu Chunfang, the leader of the project and an Academician of CAE; Liu Weihua, a Professor at College of Management and Economics at Tianjin University; Qin Baolai, A Deputy Chief Engineer of the China Railway Design Corporation, and Hao Xu, Associate Researcher of the CCCC Water Transportation Consultants Co.,Ltd.  reported on both the overall plans and the sub-topic research. Attendees exchanged views on the research purposes, project plans and cooperation and research models.

On behalf of the project team, Lu Chunfang gave a summary of the conference. He hoped that the members of the team would deepen their research and become well organized to achieve fruitful outcomes based on the advice.

That afternoon, the team held a working meeting to further discuss such aspects as the development of project research, its division of labor and cooperation and schedule.

As the first major consultancy and research project of the Tianjin Institute, the “Research on the Development Strategy of Tianjin Port” Project will focus on the integration, intellectualization, internationalization and elaboration of Tianjin Port’s future development. It offers relevant policies and suggestions such as development paths and management models by analyzing the current development of Tianjin port, summarizing the opportunities and challenges of the port and conducting research on the port’s development strategy.
