After the National Science Conference was held in 1978, with the approval of the Ministry of Education, Mr. Bao Liu founded the Institute of Systems Engineering of Tianjin University in the same year, which was one of the first professional institutions engaged in the research of systems engineering in China, and was also the origin of the management discipline of Tianjin University. In 1981, under the leadership of Mr. Bao Liu, the doctoral empowerment of "System Engineering" in Tianjin University was officially approved by the Academic Degree Committee of the State Council, and became one of the first five doctoral empowerments in this discipline in China. In 1988, it became one of the first national key disciplines. In 1984, the Ministry of Education approved Tianjin University to establish the School of Management, which was one of the four earliest universities in China to establish a management school. Mr. Bao Liu served as the first dean. In 1997, Tianjin University was successfully upgraded to the discipline "Management Science and Engineering" on the basis of doctoral sub-discipline of system engineering. In the fourth round of discipline evaluation of the Ministry of Education in 2017, the result of management science and engineering discipline evaluation was “A”, and management science and engineering discipline was selected as "World-class universities and world-class disciplines" construction discipline.
